Executive Director
Jackson / Roane County Economic Development Authority (JCDA / RCEDA) is a leading
economic development organization in West Virginia. The region is home to Constellium,
Berkshire Hathaway Energy, Timet, Armstrong, Armacell and many other premier corporations.
The JCDA / RCEDA seeks an experienced dynamic leader to serve as its new Executive
Director. This position plays a vital role in driving economic growth and development within the
Roane and Jackson County, West Virginia communities by implementing strategies and
initiatives to attract new businesses and support the growth and retention of existing
businesses. The Executive Director will work collaboratively with state, federal, local community
organizations, educational institutions, and workforce development agencies to address
workforce needs, enhance job training programs, and assist in creating a pipeline of skilled
workers to support economic growth.
Priority will be given to candidates with demonstrated strategic economic development
experience and those that have administered federal or state grants. Leaders with capacity to
bring together diverse interests and groups of people are especially encouraged to apply.
Skills and Experience:
Knowledge of business recruitment, industry location practices, and economic
development practices and principles at the local and regional levels.
Ability to communicate with high-level executives and elected officials for the purpose of
sharing and collecting information related to client solutions.
Ability to work with the general public as well as local, regional and state stakeholders.
Ability to respond to Requests for Proposals (RFPs).
Ability to research and pursue grant opportunities, incentives, and funding sources to
support economic development projects and initiatives.
Ability to administer federal and state grants.
Ability to prepare reports and formulate recommendations concerning economic
development projects.
Industrial and Commerical property management experience.

Minimum Qualifications:
Preference will be given to individuals possessing CEcD, EDFP or Certified Community
Planning certifications.
Bachelor’s degree in business, economics, urban planning, public administration, or
related field. Masters degree or equivalent experience preferred.
Experience in economic development, business development, or a related field
considered a plus.
Excellent communication and interpersonal skills.
Analytical and computer skills including Microsoft Office.
Ability to communicate effectively orally, in writing and through social media platforms.
Candidate must maintain a valid driver’s license.
The candidate will be required to pass a background check and must be able to maintain the
confidentiality of any information s/he encounters.
Salary range $80,000 - $100,000 commensurate with experience. Competitive benefits package
included.
